Job Summary


Job Title:             IT Application Development Director

Reports To:         VP of Information Technology


The IT Director of Application leads, train and develop a team of IT professionals and support staff in the development and implementation of Festival Foods' information systems methodologies. Develop, direct and coordinate project management plans on time and on the highest level of quality.   Analyze, evaluate and propose IT systems and solutions to enhance the value of the business, reduce cost or otherwise provide a competitive advantage. Research, procure and implement cutting edge software and hardware solutions to meet the evolving needs of Festival Foods.  Prepare program specifications, diagrams, and dataflow charts and submit recommendations for solutions.  Coordinate system installation with business user departments and operations, ensuring satisfactory results.  Provide advanced-level software, system support for all related applications and associates. 

Job Description


  • Ensure that department shifts are adequately staffed, properly trained and that current standards and procedures are in place to guide staff. Determine staffing needs; delegate work assignments and coach Associates to ensure support, maintenance and systems development is implemented according to specifications and standards
  • Work on continuous process improvement and progression of the department standards and procedures with continual education and training of the department staff
  • Ensure that sound testing procedures are in place and utilized for any production release of equipment or application
  • Establish and prioritize goals and processing schedules for the department with the Director
  • Ultimately responsible for all IT activities including data entry, report delivery, scheduling of equipment, preventative maintenance and service calls
  • Ensure that internal customer service standards and processing deadlines are met and that all reports are distributed on a timely basis
  • Monitor support line calls to assure appropriate action is taken on a timely basis; communicate to management the status of trouble tickets and escalate trouble tickets as necessary
  • Work with vendors to ensure that the staff has the equipment and supplies required to perform their work at the best possible cost to the company
  • Responsible for the project planning, documenting and implementation within the department
  • Responsible for salary administration and performance monitoring of direct reports in coordination with the VP of IT
  • Complete weekly management departmental status update reports
  • Responsible for the implementation of the IT Disaster Recovery Plan

Enforce the corporate and IT Security Guidelines and provide feedback for improvements to this policy:

  • Follow Computer Room policies and procedures
  • Measure, track and publish productivity metrics and (SLA) Service Level Agreements
  • Leads, mentor and train associates to ensure that job requirements are being completed on time
  • Coach and teach staff in the proper use, continuous improvement and ongoing implementation of IT Standards and Procedures
  • Provide strategic guidance, professional development and performance management of direct reports and departmental resource planning
  • Ensure that associates are cross-trained in all application areas for which the team is responsible
  • Properly evaluate appropriate vendor proposals and negotiate the best value in coordination with the VP of IT
  • Build relationships with major consultants and vendors to facilitate key company initiatives
  • Communicate promptly with customers, leaders, staff, and peers; produce all management reports accurately on time
  • Maintain current knowledge of new developments in the technology marketplace and communicate this knowledge appropriately; investigate options and help plan strategies to keep the company in the mainstream of information technology
  • Responsible for strategic guidance, professional development, and performance of direct reports in coordination with the VP of IT.
  • Ensure sufficient systems capacity and processing capability for organizational needs
  • Conduct weekly staff status and planning meetings
  • Follow and reinforce the “Festival Foods” Values with all associates

Standards and Procedures:

  • Proactively recommend processes, standards, and procedures to prevent problems
  • Identify problem trends early; develop and execute action plans to determine problems and implement; report any type of problems or potential problems to the appropriate management promptly

Project Management:

  • Plan and present strategy to meet the current and future needs of respective business areas and review with business user
  • Maintain contact with major vendors of hardware, software and telecommunication equipment
  • Participate in projects and corporate initiatives as directed by leader
  • Ensure that project is correctly planned according to established methodologies and standards
  • Ensure that project work plan is followed and is updated to ensure customer requirements are met promptly and within allocated budget
  • Make certain that the project includes appropriate representation from users as well as IT departments
  • Maintain contact and communication with users, appropriate IT associates, directors and upper-level management
  • Develop, maintain and publish project books and plans in accordance with the published IS standards

Project Standards and Procedures:

  • Enforce all company and departmental standards and procedures to develop and support projects
  • Provide input to IT Standards and Procedures if existing standards require modifications or changes for improvement
  • Coach and teach staff in proper use, continuous improvement and ongoing implementation of IT Standards and Procedures
  • Responsible for all quality assurance of projects and project Associates' assignments

Production Issues:

  • Identify problem trends and pro-actively develop ways to fix the cause of the problem
  • Develop and execute action plans
  • Follow established process for problem handling and resolution


Security and Confidentiality:

  • Responsible for overall data security, confidentiality, and prevention of unauthorized attempts to obtain corporate information, corporate assets or access to restricted areas; report all incidents to management
  • Suggest and recommend ideas for systems and data security
  • Create and require non-disclosure agreements when applicable

Development & Support:

  • Maintain an in-depth knowledge of the user’s operations and key business rules to facilitate communication regarding requirements
  • Meet with business users to evaluate and assess customer satisfaction
  • Ensure Service Level Agreements are developed and met
  • Analyze user enhancements and maintenance requests, determine priorities and possible solutions and assign resources to complete necessary changes
  • Actively participate in developing program specifications, writing code, testing and implementing program changes and program development
  • Ensure staff, and other IT Professionals develop test plans and thoroughly test and debug all programs before implementation
  • Provide advanced-level technical support to Festival Foods IS staff


  • Other tasks as assigned by the leader




  • Bachelor’s or Associate’s degree in a Computer Science, Computer Programming or MIS related field or equivalent work experience
  • Minimum 8+ years of experience in IT with 5+ years of direct progressive IT Management experience of a team of 4 or more
  • Knowledge of data definition practices, structured query language (SQL), 4GL Development, object-relational database design concepts and practices
  • Strong proficiency with PHP, Java, NET programming.
  • Excellent object-oriented analysis and design skills
  • Effective interpersonal and influencing skills
  • Demonstrated critical thinking and analytical skills
  • Excellent verbal, written, and communication skills



  • Knowledge of Windows operating system and Microsoft SQL Server
  • Ability to successfully negotiate with vendors to provide service to the Corporation
  • Ability to manage multiple priorities




  • Sitting or standing at a computer 50%of the time
  • Bending, stretching, and occasional lifting of up to 30 lbs. is required
  • Professional presence and proper phone etiquette is required



  • The IT Director of Application Development is a full-time salaried position. May be required to provide on-call support, including weekends and holidays
